Martin Orland
Dr. Martin Orland is currently an independent consultant providing guidance and support to a diverse set of clients in the areas of strategic planning, resource development, policy analysis, program evaluation, and knowledge/data use by policymakers and educators. Before retiring in 2016 Orland spent nine years as Senior Program Director for Evaluation and Policy Researchat WestEd as well as serving as the founding director of its Washington DC office. Prior to joining WestEd, Orland was Director of the Center for Education (CFE) at the National Research Council, part of the National Academies, and earlier, a member of the federal government’s Senior Executive Service (SES) at the U.S. Department of Education (ED) with leadership stints at the Institute of Education Sciences (and its predecessor agency -- the Office of Educational Research and Improvement), the National Center for Education Statistics, and the National Education Goals Panel. Orland is a former president of the Association for Education Finance and Policy and currently serves on the Editorial Board for Education Finance and Policy. He has authored several dozen publications for academic journals, policy and practitioner audiences, and government agencies, as well as being a frequent presenter at international, national, and regional conferences.
